Proof of Residency Frequently Asked Questions
What is the Woodland District 50 residency policy?
In accordance with the Illinois School Code and Board policy 7:60, the Board of Education of Woodland School District 50 requires that all students attending District 50 schools be legal residents of the district. Registration of a student who is not a resident is considered a fraudulent act. Parents or guardians who fraudulently register a student will be charged tuition in accordance with the amount determined annually by the Board of Education. Further, the District may exclude your child from school. Finally, any person who knowingly enrolls or attempts to enroll a non-resident student in the District or presents to the District any false information regarding the residency of a student commits a Class C misdemeanor and shall be referred for criminal prosecution.
 
How is “residency” defined?
In order to attend Woodland School District 50, a student must reside within the school district boundaries. The Illinois State School Code defines the residence of a student as the “regular, fixed nighttime abode” of a student. The residence of a minor child is presumed to be the legal residence of the parent(s) or guardian(s) who have physical custody of the child.
 
What do I need to bring with me in order to prove residency?

You may verify your residency in person by providing the District with two of the following:

  • Current Real Estate Tax Bill
  • Current Monthly Mortgage Statement or Coupon
  • Signed and Dated Lease or Third Party Affidavit
  • Utility Bill (Gas, Electric, Waste Management)
  • Current Home/Apartment Insurance Papers
  • Bank Statement
  • Drivers License and/or State ID
Families, who are not renters or homeowners but are living with a district resident, will need to complete a residency affidavit and have the form notarized. This affidavit may be used as proof of residency. Woodland’s Police Liaison Officer may conduct a home visit to verify compliance with the Illinois School Residency Code. In order to verify residency, District 50 reserves the right to request additional documents and/or to conduct an investigation. Because residency can change for students and their families during the school year, District 50 may verify residency at any time.
 
What if I am the parent of a kindergarten student and I have already proven residency?  Do I still need to come to the proof of residency event? 
You will need to come to the proof of residency event in order to pick up the beginning of the school year packet of information. The packet will contain information that has been mailed in previous years and will include such items related to classroom assignments, transportation information and bus tags and/or schedule as well as the Parent and Student Handbook. Families will have the opportunity to pay fees, deposit funds in lunch accounts, obtain information regarding PTA, and the Woodland Educational Foundation. Forms will be available for fee waivers, and free or reduced lunch applications.
 
Do all families have to prove residency?
Yes. Residency verification is a requirement of the Illinois State School Code.
 
Is this the first year residents have to prove residency? 
No. This is the first year that a formal event has been planned. The district’s Financial Review Committee recommended the concept of establishing a formal residency verification program. We incorporated the input and feedback provided by the parents, staff and community members who served on this committee when we planned for this event.
 
What if I don’t have the required proofs of residency with me when I register?
All new applicants are required to submit the required proofs of residency. Applicants who do not have the required documents will be asked to return to the center with the appropriate materials in order to register. Woodland District 50 staff will not accept any substitutions for items on the list of acceptable proofs.
 
What should I do if I recently purchased a home but do not have a current utility bill?
We recommend you bring a copy of the property deed or a mortgage statement from within the last 60 days.
 
What if I own my home but do not have a copy of the deed?
We recommend you contact the financial institution that handles your mortgage.
 
What if I own a home but do not pay a mortgage (i.e., the home is paid for)?
If you no longer pay a mortgage on your home, you must submit a copy of the property deed, along with a copy of the discharge of mortgage. This will satisfy your proof of residency requirement.
 
Is a cell phone bill an acceptable document to satisfy proof of residency?
No. Examples of acceptable documents include a home telephone (“land-line”) bill and or utility bill (electric or gas).
 
What if my family is homeless?
The proof of residency policy does not apply to homeless students and families. Please contact the Educational Support Center 847-856-3590 for assistance with registering your child. If you are staying in a shelter, bring a letter from the shelter staff stating that you are living there.
 
Will documents that I submit to prove residency remain confidential?
All documents submitted to prove residency will be marked with the student’s name and considered part of his or her confidential record. District 50 will adhere to the standards of confidentiality set forth in state and federal laws in maintenance of these records.
